The second method is a one-time import that does not keep changes updated, it simply manually adds the current information from iCloud and that's that. Failing that, the manual way is done by going to https://www.icloud.com/#contacts and it will make you login using your email@me.com (iCloud account username/password). Then you will see the online version of your contacts. All you have to do is select a contact, then go down to the little gear/cog in the bottom left corner, click it... and go to 'Export to VCF...' then choose where to save the file (or it will go to your normal downloads location).


If it remains in your download window, just double click it, and Windows will pick up from there and will do all the import work. You may have to choose/tell it to use Outlook to open the file if it asks.

That is for a single contact. If you want them all at once, just one extra step. Before doing 'Export to VCF...', in the same menu is 'Select All'... make sure they're all selected and then carry on as normal. This will put all of the contacts into one file.
